Should the wrongs of the Hunger Games be overlooked or repeated?

Following the event of the Capitol being taken over by the districts, delegates representing the districts and the Capitol have come together to discuss the punishments of those responsible for the brutal and inhumane Hunger Games.

Regarding the punishments, delegates presented the idea of hosting a virtual Hunger Games, where CGI is applied and no one will die. President Coriolanus Snow disagreed with this idea and suggested a “real game with real revenge” where death is present, similar to the previous ones. Haymitch Abernathy, on the other hand, stated that the Hunger Games should not be continued at all. Haymitch mentions that the sins of Snow and the Gamemakers are inappropriate for further games but should result in punishments such as execution or jail time.

Gale Hawthorne, with his strong hate for the Capitol, proposes the idea of putting the Capitol citizens in the district’s shoes. He suggests that the committee should relocate Capitol citizens to the wilderness and ruins of past districts. He states that this solution offers adequate punishment to the Capitol as they are not equipped with the survival skills needed to live on those lands; therefore, resulting in suffering and taste of their own medicine. This proposal was opposed by Johanna Mason as she stated that too much manpower is required to relocate the abundant Capitol citizens. Gale, however, insists on his proposal mentioning that other alternative solutions such as imprisonment are inappropriate for the Capitol citizens. He states that they do not deserve a bed to sleep in and a safe place to live. “The Capitol citizens should be punished for simply watching and enjoying the games,” he says. Contrasting the aggression of Gale, Annie Cresta believes that innocent citizens and children from the Capitol have relevance to the Hunger Games and therefore should not be punished.

Katniss Everdeen, instead of discussing punishments, brings the committee’s attention to the current judicial system of Panem. She believes that the current judicial system lacks equity toward those who have little power (e.g. citizens from districts) and that many inhumane punishments, such as turning people into avoxes, which take away an individual’s basic right to speech, should be abolished. Furthermore, she states that there should be different levels of punishment as different people commit different levels of crime. For example, she mentions that Snow and the Gamemakers should be executed and Capitol citizens should be treated with kindness and educated about the wrongs being done. Snow, of course, opposed this solution and said that all he ever tried to do was to maintain peace in Panem.

Nearing the end of the committee session, President Snow was being interviewed by the delegates. Here is how it went.

Annie Cresta: Why do you believe that you shouldn't die?

Snow: I tried to create peace in Panem.

Johanna: How come there was a rebel recently?

Snow: uh

Gale: Talk about the poisoning you did to rise to power.

Snow: Those are fake news

Haymitch: Why did you murder my family and girlfriend?

Snow: I didn't mean to.

Casca: I will defend for President Snow. He killed your family because they were threats to our society.

Haymitch: How was my family and girlfriend threatening society?

Peeta: You killed Seneca Crane because of the slightest mistake he made.

Snow: He put Panem at risk because of treason.

Chaff: What do you feel about failing to destroy District 13?

Snow: I did a great job of keeping peace for 70+ years.

Katniss: How can you kill children when you have a young granddaughter?

Snow: Next question.

Johanna: How do you feel about killing my family and friends because I refused to be a prostitute?

Snow: I didn't know that your family died.

Gale: How are you helping Panem by killing families? How did you not know about Johanna’s family's death?

Snow: I don't make every decision in the country

After the interview, Snow mentioned that the committee should discuss solutions to the issue, not if he is guilty or not. He continues to propose that another Hunger Game should take place with the Capitol children. Delegates then brought up the question of whether Snow’s granddaughter will participate in the game. Snow stated that his granddaughter is below the minimum age to participate and because only one game will take place, his granddaughter will never participate.

Though there wasn't a solution enforced at the end of the committee session, the delegates all had distinct ideas that reflected their experiences and status before the revolution. Snow showed extreme arrogance throughout the committee, trying to keep himself alive and his crimes hidden.
